How the U.S. Department of Labor Handles Your Injury
The Federal Employees' Compensation Act (FECA) covers civilian federal employees hurt on the job, and the U.S. Department of Labor runs it through OWCP. Here's how a claim moves, and where a DOL doctor fits in:
- Report the injury and file your claim. Tell your supervisor, then file a CA-1 for a traumatic injury or a CA-2 for an occupational disease, usually through the Department of Labor's ECOMP portal. Our guide to OWCP injury claims walks you through it.
- Get authorized care. After a traumatic injury your agency can issue a CA-16, which authorizes treatment for up to 60 days while OWCP reviews your claim.
- Choose a doctor that takes DOL. You pick your first treating physician. A DOL-enrolled doctor bills OWCP directly and sends the reports OWCP needs, such as the CA-20 and CA-17.
- Stay on top of the paperwork. Lost time is claimed on the CA-7. Strong medical evidence from your DOL doctor keeps benefits moving. See which OWCP forms you need and our OWCP FAQs.

DOL Doctor & Department of Labor FAQs
What is a DOL doctor?
A DOL doctor is a physician or other medical provider enrolled with the U.S. Department of Labor's Office of Workers' Compensation Programs (OWCP) to treat federal employees injured on the job. Enrolled providers bill OWCP directly under the Federal Employees' Compensation Act (FECA).
Does the Department of Labor certify or approve doctors?
No. The Department of Labor does not certify, approve or endorse doctors. Providers enroll with OWCP and receive a provider number so they can be paid for treating accepted federal workers' compensation claims.
Do I have to see a doctor the Department of Labor picks?
No. Under FECA you may choose your own initial treating physician. After that first choice, switching to another physician generally needs OWCP's approval, so it pays to start with a doctor who already takes DOL cases.
Who pays a doctor that takes DOL?
For an accepted claim, OWCP pays the provider for covered treatment of your work injury, so you should not have out-of-pocket costs for that care.
Which Department of Labor forms will my doctor need?
Your doctor documents your injury on OWCP forms such as the CA-20 Attending Physician's Report and the CA-17 Duty Status Report. You file the CA-1 for a traumatic injury or the CA-2 for an occupational disease, and the CA-7 to claim wage loss.
Is OWCP Connect the Department of Labor?
No. OWCPCONNECT.COM is an independent, free tool and is not owned or operated by the U.S. Department of Labor. The official DOL OWCP Connect portal is https://owcpconnect.dol.gov/owcplogin/.
